I added menu and can I change the position of submenu?

I added menu. I can decide x and y position of menu. However, there is no way to assign x and y position of submenu. Depending on the responsive design view, submenu location is different and sometimes, the location is outside of the page. So, it does not appear?

Is there any way to put x and y position of submenu?
