Is there a way to control if course opens in a new browser window?

Scenario:
We require learners to review policies in certain trainings. To do this, we include a link to the policy page which the learner is required to click before advancing.
Problem:
Once the learner clicks the policy link, the policy page opens a new browser tab causing the active course window to fall behind it which creates confusion when learners attempt to navigate back to the course.
I would like to control how the course window opens, but I cannot seem to find that setting anywhere in Lectora.

The LMS defines the course window, and they don't want the user having that capability. What you can generally do is open the new document in a third popup window ....
You could also rather easily have the link actually navigate to a page of your course, with the policy embedded in it using a Web Window, and the "I accept" button takes the learner to the next page of the course.

We had the same issue with learners. Hyperlinks would open in a tab in the previous browser window causing the active course window to fall behind it. In addition, when learners closed the webpage, they often closed the entire browser with all tabs. Unfortunately, one of those tabs has the connections to the LMS, thereby severing the connection.
Fortunately, we have found success in forcing a new window open by selecting 'No Status Bar" in the New Window Properties for a hyperlink.
The webpage doesn't open up as a tab to the course window but a whole new window, in front of the active course window. Once the learner completes reading the popup webpage, they can close it and continue with the course.
