No Manage Custom Skins in Playback Options

When I select media (audio or Video) and view properties, in the Playback Options there is no way to add player skins. When selecting the controller it only shows the default skin. Documentation claims that there should be a Manage Custom Skins dialog. How do I activate this option? I'm using Lectora Plusher 21.0.3. Thanks
