Offline Player

Hi there,
I would like to submit a request to possibly include an offline player on knowledgeLink /Rockstar LMS? We have many clients in mining and retail that cannot stay connected while doing the content. Would xAPI be able to manage this or is a feature request necessary?
An example is an underground mine that needs to do do safety courses and have no way to connect to a network. Another are retail stores in outskirt areas that also need to connect and have their results sync at a later stage.
