Show question after scrolling through text

We have certification text that the student has to read and then acknowledge that it was read.  Rather than put it on two pages, we wanted to have them scroll through the text and when they reach the bottom have a question appear where they accept/do not accept the agreement.

I have the question initially hidden, but can't figure out how to get it to show up once the person has scrolled down to the bottom of the text.  None of the actions seem to support this functionality.

Any thoughts?

    I'm not sure that I understand what you're trying to achieve ... what is the difference between the question appearing once scrolled down and making the question intially visible at the bottom of the page (i.e. it just scrolls into view)? Would a user see any difference between the two alternatives?

    I do think what Karen Jones describes is the ScrollMagic way..

    With this Javascript library you can show/animate any element when scrolling into view.
    Scale it up, highlight it whatever...

    I do think i have samples of it in several uploads i did before...

    This is a sample of what she wants with ScrollMagic. Im planning to make an update for use in Lectora Online with this and the use of multiple pages that work like this in a SPA scrolling way...
