Uploading into ReviewLink

I create Exercises, not scored tests, nor do we upload to a LMS, so we are unable to publish as a SCORM product.

I'm not sure I understand. Could you elaborate on how you are creating a Lectora lesson without Lectora? and what does this Lectora lesson contain and how is it packaged?

I have 2 computer systems. One government system that is connected to the internet, but not allowed to run Lectora. The second system runs Lectora, but is not connected to the internet. Up until about 2 weeks ago, we had commercial internet access, but it has been cancelled and that has stopped us from uploading directly into ReviewLink.
I have tried a few different ways to package and upload. ReviewLink will only upload zip files containing SCORM 1.2 or SCORM 2004 content, which requires scored tests. My Lectora file is a software simulation, not a test, so it can't be published as SCORM content because it doesn't have a scored test.
HTML5 content created in Storyline or Captivate 8 or 9 is also one of the options. Lectora does allow you to publish to HTML5, but that doesn't work because it wasn't created in Storyline or Captivate.0 -
You can "Publish to HTML" from Lectora, which does the same as "HTML 5" from Storyline. Check "Create a zip" and upload that to ReviewLink. I can't test it right now, but I'm pretty sure, it will work.
A Scorm package must always give the LMS a score the user has achieved, but this score does not have to be a test score. You can use a "Modify variable" action to set "AICC_Score" equal to the score you want a user to get.0
