Anchored objects in iOS

Hi Everyone,
I am trying to create a topic on one long page, and I'm experimenting with different anchored nav bars. I have one at the top and one along the right side. The bar at the top goes to the main menu and other external pages. The menu at the side has buttons which go to empty text boxes (as markers) at various locations on the page.
I tested on both SCORM Cloud and Reviewlink. On a PC, both menus remain in place when scrolled and work properly. On an Android device, both menus remain in place when scrolled and work properly. On an iPad (I tested Safari, Chrome, and Firefox) , neither menu remains in place ( they scroll out of sight) and the side menu going to locations on the same page does not work. Buttons with actions to go to objects on the page go back to the top of the page.
I enabled the responsive title option, no change. I offset the anchored objects, no change. I tried checking and unchecking the publish setting to scale content on mobile view, no change. I tried moving the nav bars from the top of the course to the page itself, no change.
Has anyone else encountered this issue and know of a solution? Thanks in advance for your help.

Can you post a title and some more details and I will try to help. Also my navigation anchor objects are at the title level.
