Code top of title not included in published output

I have a Lectora 16 title which has one chapter with a large number of pages. Above the chapter is a single "welcome" page. At the top of the the title are some HTML Extension icons that adds a stylesheet and some header scripting to the title.

Recently I updated the title to Lectora 17. Now when I publish the title the HTML Extensions are only added to the chapter pages and not to the "welcome" page.

Is this a bug of is there something I need to do to get the HTML Extensions correctly added to all pages. To no avail I've tried" a "save as"; and, exporting/importing as XML.

    Do you have seamless play turned on or off?

    I've tired it with seamless both on an off and neither add the HTML extensions to the 'welcome' page.

    I would suggest submitting your course files to the Support team. Without knowing exactly what the HTML extension is I'm not sure how else I can help troubleshoot.  I know that sometimes Seamless Play does cause issues but if it's not working with it off I'm at a loss.
