Completion status not working on NetExam

Hello, we are having a problem recording completion status to the NetExam LMS on a course published to SCORM 2004. The completion status is on the last page: AICC Lesson Status set to "passed". (this is what the client told us). But, we have these issues when published to SCORM 2004:

• <b>Completion is not given after the user takes the entire content</b>
• <b>you can close the course after the first slide and you get completion.</b>

Is there by any chance a completion action at the title level?  It could also be the LMS is set up for pass/fail behind the scenes so the only thing they have to do is enter into the material to get credit.  I'm trying to think of other things off the top of my head.  If you can provide the course files that might be helpful or send them over to support.
