Custom Menu Not Showing on Top

Hello, I'm having troubles with my custom Menu displaying on top of page items.
How do I get the course level item (group of shapes/text) to show on top of page items?
I have the menu at the Course level and set to initially hidden and always on top. The menu navigation button triggers the menu to enter and show.
Right now it is showing on top of most items on the page but below an image that is lower on the list in the title explorer.
The page is an interactive timeline with images and texts showing and hiding based on an image click. It doesn't matter what image is showing, the menu shows behind the image.
I don't have another page of the course built to see if it is page specific.

I typically place any items that will pop up on the screen like overlaying menus at the chapter level instead of the title level.....0

I end up doing the same thing. I wish there was some way to override this but I haven't seen it.0

Hi Jennifer, thanks for the suggestion. I made a copy of the course and moved the menu to the chapter level and I still have the same problem.
What's interesting is that the bottom item and a middle image are showing above the menu but everything else is below and they are before or after what is showing.0 -

Do you happen to have 'Always on Top' checked for some of those items?0 -
That was the problem. I thought I had tried unchecking that.
