If you want to rely on Lectora's player then yes, this is the only way. Lectora's player will always react to clicks, so if you want it to not be clickable, you have to cover it with a transparent image.
If you don't want to rely on Lectora's player, there are dozens of tutorials on how to embed a video onto a website background. Essentically, it's an external HTML object, custom DIV with < video > tag in it.
There are even JS libraries that help you do that: http://dfcb.github.io/BigVideo.js/
