Need help with LMS error.

My LMS admin is getting the following error. Not sure how to fix my files.
Course import failed, error was: Error opening the manifest file. Could not load manifest from-/courses/T62GF6TI6E/ROPS2013D_AuthReferrals_v59521d0f7-fea5-49df-92fe-e4da67b6ee4d/0/imsmanifest.xml Possible causes of this problem include a bad file location, insufficient permissions, or an invalid XML document (check for un-encoded special XML characters such as & > <). The specific error message is: The end-tag for element type "meta" must end with a '>' delimiter.
