Progress bar and content dependant next buttons

Hi, is it possible, either within SNAP Empower or just normal SNAP to add a progress bar to a course? Also I'd like the next button to appear only when a learner has finished clicking on all the content on that page. Without this feature I can't ensure a learner has read everything before they move on to the next screen.
