Debugging enhancement

I would really like to have the ability to see actions with no targets show up as an issue (flagged) using the Debug Window instead of only when you attempt to publish a course. When you're troubleshooting a large course that someone else has developed, it would save ALOT of frustration thinking you're done and ready to publish if you could see them early on when you're actually going through the pages....
