Custom HTML metatag and Title Manager Frame issue

I have a custom HTML object (a metatag) that fills the screen of a mobile device in portrait and landscape orientations and prevents the user from resizing it. The code is:
Now that I've added a test to my title the "Include Title Manager Frame" option in publishing is checked by default and cannot be changed. This prevents my HTML object from working properly. Before I included the test in my title, the metatag worked great.
What do I need to do to use the HTML object while also including the Title Manager Frame?
