Closed Caption Popup Window, is it possible?

This is how I currently set up my closed caption feature:



I have an audio on every page, a button that toggles visibility state of a text block with closed caption text in it on every page, it's in the same x&y coordinates on every page, and a variable to show it if it's left on/off.



My question is, I'd like my user to be able to move the CC text block around wherever they want... I have seen it from other vendor as sort of a popup (smaller) window, so whatever page they are on, it will show that page CC text and it's moveable. Is this possible? Thank you all for any suggestions.
