First, this forum is for tips and tricks, not problem solving. Suggest you post further questions in the Lectora General forum.
You need to put the TOC at the chapter or title level and make it not Initially visible.
On the last page of your course set a variable to some value so you know they have finished the course, I would make it a Retained variable (property of the variable) so if they come back the course will remember.
Then have a Title or Chapter level On Show action (by itself, not attached to the TOC) that shows the TOC. On the Condition tab, make it run Only if the variable is set to the value you set.
