Show action not working the second time around

In an exercise there are three drop down lists from which students select specific values outlined in the directions. On the third drop down, I have an on select run an action group which has a condition that if all three values are correct show the fourth value (another drop down list with the correct value defaulted). If the values are not correct, then show a "review selections" page and try again. When the correct values are entered in all three fields the second time around, the action group doesn't work. Nothing happens. I tried modifying variables, resetting variables, creating a form and resetting the form, but nothing seems to work if the exercise is answered incorrectly the first time. Please advise. Thank you!
