There's a very cool answer to your question - but it requires an external object that you can find on Dynamic Drive (http://www.dynamicdrive.com). Search for DHTML Window Widget.

This allows you to open a window that can pull in your MENU as a floating object that can 'talk' to your Lectora course AND stay "on top" all of the time (AND be minimised AND controlled by the Lectora course).

If you can't figure it out, I hope to present at the Trivantis 2010 User conference, and I could meet you there to show you how to use this tool.
