When the planets are aligned, I can develop a course in about 1 hour per finished minute of courseware. That assumes: the production team is trained and experienced, the client knows what they want, about 50% of the content is already in written form of some sort, the SMEs are available, the content is stable (not changing as we go), the review cycles are reasonable. It also assumes standard levels of interactivity (perhaps one every 3-5 screens), graphics (combination of provided by client, taken from stock sources, and combination), and in-house audio. However, the planets only align like this on about 1 in 4 projects. The rest can range up to 2 hours per finished minute.
