Where are the best places to find and hire Lectora in Montreal??

This is our 2nd time in two years trying to hire inhouse Lectora authors & Instructional Designers for our company in Montreal (Canada) and like last time, we're not getting as many resumes as we hoped sent in. I'm wondering if we're not looking in the right places??
