This is because the actual content of Lectora resides within a Titlemanager frame most of the time. So you hit refresh it will reload the Titlemanger frame, which forces a reload of the course.
If you use firefox, you can right click on the content, select -> This Frame ->Reload Frame and it will force a refresh of the frame.
You can do this is IE similarlly (however you spell that), right click on the content, and then select refresh, it will only refresh that frame.
