Thank you very much for the detailed explanation. Unchecking the "Always on Top" on the buttons altered the reading order as desired. I guess, by default all these buttons should not have this property checked, so that we can control the reading order of the objects as they are laid out in the left hand panel. I appreciate your response, and was able to fix the problem. I have one more question: Do you know of any solution to make sure a user can activate / use the buttons while using JAWS? Usually JAWS users brings up the links list on the page... select a link and hit ENTER key to activiate. But nothing happens when we hit the ENTER key. I tried key strokes, but it does not help. In othe other forum, they said, we have to use text links on top of buttons to get it to working. Any ideas?
