Generally if you are teaching children, then that is a good design. All the big names in e-learning instructional design, Michael Allen, Ruth Clark, William Horton, generally support giving adults as much freedom as possible and not forcing them to view anything. Hiding a button until something is completed on the page (video, audio, them clicking something) will frustrate your learners and make your training less well received going forward. This actually dates back to Knowles and his principles of adult learning.Instead, give them challenges that make them use what they have learned in a job setting. As to how to do make it immediately visible, you will have to have a variable for each page that remembers that they have been there and test that. Or you could possibly use my add-on for Tracking pages visited.
