While I have not worked with SumTotal, I have worked on several LMS installations. In every case I've run into, what you are trying to change is not in the manifest. It's usually an option within the LMS or LCMS. When importing the SCORM package, look for something like 'player' or 'player template' settings. If you don't see it, check with the LMS admin to see if they can create a new player that does not have the SumTotal navigate frame.
