error check-location group object deleted

Trying to publish to SCORM and keep getting this error. "A001-(Chapter and page name):Action Display Location Group acts on an object that has been deleted from the title or is no longer accessible from this page." I have gone over all of the graphics and objects used and made sure they were in the same folder and even 'relinked' them all and still getting this error. I am having the same problem. It worked in Version 19.0.4. It was working earlier. Now (version 21.0.3) it is not working, and I can't figure out what the problem is. I have make sure actions are linked to selected buttons, reviewed the action programing and error check warnings still preventing SCORM publishing.
