Design of elearning courses is where the difference is made. Spend 70% of your effort on design and 30% on development. If you are not close to that, you probably have just page turner courses. So, how to learn more about design? My biggest recommendation is to go to my website by clicking below and then to Resources > Recommended books. Also, if you have not been trained in instructional design somewhere (military, college, commercial courses, etc.) find something. There are some suggestions along this line in the book list as well.
